For Foreground choose one color from your graphic and the Gold Pattern

Scale = 100 Angle = 0

I used: #616983

For Background the White color

Effects / 3D Effects / Cutout, with the settings bellow

Selections / Select None

3. Image / Add Borders = 2 Symmetric Checked

With the select this border

Tolerance and Feather = 0

With the flood fill this border with the Gold Pattern

Selections / Select None

4. Image / Add Borders = 10 Symmetric Checked

Select this border and flood fill it with your color

Effects / Noise / Add

Noise = 15% Uniform. Checked

Effects / 3D Effects / Inner Bevel, with the settings bellow

Selections / Select None

5. Image / Add Borders = 2 Symmetric Checked

Select this border and flood fill it with the Gold Pattern

Repeat the Cutout effects

Select this border and flood fill it with your color

Select this border and flood fill it with the Gold Pattern

Selections / Select None

21. Open your corner Edit / Copy

Go to the frame and Edit / Paste / As New Layer

Edit / Copy

Image / Mirror

Edit / Copy

Image / Flip

Edit / Copy

Image / Mirror

Do the same with the buterfly corner

Layers / Merge / Merge All

Save as JPG and it is done
