1. Open your graphics into PSP 

For Foreground chose a color from your graphics and the Gold Pattern 

I used the color: #547699

For Background the color Black and the Paper Pattern 

2. Image / Add Borders = 1     Symmetric Checked

With the    select this border

Tolerance and Feather = 0

With the    flood fill this border with the Black color 

Selections / Invert

Effects / 3D Effects / Cutout, with the settings bellow

Repeat the Cutout effects

Selections / Select None

3. Image / Add Borders = 1     Symmetric Checked

 Select this border and flood fill it with Gold Pattern 

Selections / Select None

4. Image / Add Borders = 1     Symmetric Checked

 Select this border and flood fill it with Black color 

Selections / Select None

5. Image / Add Borders = 1     Symmetric Checked

 Select this border and flood fill it with Gold Pattern 

Selections / Select None
