For Foreground choose the black color and the Gold Pattern

For Background choose the white color

2. Image / Add Borders = 1 Symmetric Checked

With the select this border Tolerance = 0 and Feather = 0

With the flood fill this border with the black color

Selections / Invert

Effects / 3D Effects / Cutout, with the settings bellow

Selections / Select / None

3. Image / Add Borders = 1 Symmetric checked

Select this border and flood fill it with the white color

Selections / Select / None

4. Image / Add Borders = 1 Symmetric checked
