I used: #EEC1BA  Light color

For Background a dark color

I used: CF9F9F  Dark color

2. Selections / Select All

Effects / 3d Effects / Cutout, with the settings bellow

Selections / Select None

3. Layers / New Raster / Layer

With the     select this border 

With the    flood fill this layer with the dark color 

Masks / New / From Image

Choose the mask: mask1

Masks / Delete

Yes

Selections / Select None

Effects / Sharpen / Sharpen

Effects / 3D Effects / Drop Shadow, with the settings bellow

Repeat the Drop Shadow  effects 3 times

Layers / Merge / Merge All

4. Image / Add Borders = 1   Symmetric Checked

Select this border and flood fill it with the light color

Selections / Select None

5. Image / Add Borders = 1   Symmetric Checked

Select this border and flood fill it with the dark color

Selections / Select None

6. Image / Add Borders = 6   Symmetric Checked

Select this border and flood fill it with the light color

Effects / Noise / Add

Noise = 5

Effects / Plug-in Filters / Greg Factore Output Vol II / Pool Shadow, with the settings bellow
