For Foreground choose the black color and the Gold Pattern

I used: 543948

Scale = 100 Angle = 0

For Background the white color

2. Selections / Select All

Effects / 3D Effects / Cutout, with the settings bellow

Selections / Select None

3. Image / Add Borders = 1 Symmetric Checked

With the select this border

Tolerance and Feather = 0

With the flood fill this border it with your color

Selections / Select None

4. Image / Add Borders = 3 Symmetric Checked

Select this border and flood fill it with the Gold Pattern

Effects / 3D Effects / Inner Bevel, with the settings bellow

Selections / Select None

5. Image / Add Borders = 3 Symmetric Checked

Select this border and flood fill it with your color

Selections / Select None

6. Image / Add Borders = 3 Symmetric Checked

Select this border and flood fill it with the Gold Pattern

Go to the frame and Edit / Paste / As New Layer

Layers / Merge / Merge All

Save as JPG and it is done
